Tung Chee-hwa, the first chief executive of Hong Kong after its handover to China, passed away Tuesday night (September 8) at the Hong Kong Sanatorium & Hospital at the age of 89. He formally took office as chief executive in July 1997 after Hong Kong’s return to China and won re-election in 2002. However, due to mounting political pressure and deteriorating health, he ultimately stepped down early in 2005.
According to media reports, Tung’s office issued a statement early Wednesday morning (September 9), saying: “Our beloved Mr. Tung Chee-hwa, former Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference and the first Chief Executive of the Hong Kong Special Administrative Region, passed away peacefully on September 8, 2026, surrounded by his closest family, at the age of 89.”
Tung was born in 1937 in the Xuhui District of Shanghai, China. At age 12, he moved to Hong Kong with his father, the “shipping king of Hong Kong” C.Y. Tung, and after his father’s death he took over the family business, Orient Overseas (OOCL). However, amid a shipping industry downturn in 1985, the company was on the verge of bankruptcy due to heavy debt. It was not until the following year, when the government of the People’s Republic of China injected US$120 million through Hong Kong businessman Henry Fok, that OOCL was able to survive the crisis. This experience became one of the key factors in Tung’s later close relationship with the Beijing authorities.
With Hong Kong’s return to China in 1997, Tung formally moved from the business world into politics, officially taking office as the first Chief Executive of the Hong Kong Special Administrative Region on July 1 of that year. Upon taking office, he immediately faced challenges including the Asian financial crisis and a slumping property market. In 2002, Tung was automatically re-elected without any opponents, beginning his second term as chief executive.
In 2003, the Tung administration proposed the National Security (Legislative Provisions) Bill under Article 23 of the Basic Law, but pro-democracy lawmakers and supporters argued that the provisions were vague and could threaten Hong Kong’s freedom of speech and of the press, triggering strong public backlash. On July 1 that year, around 500,000 people took to the streets in a massive protest march, and the Tung government ultimately withdrew the legislation in early September.
Subsequently, the outbreak of SARS compounded public grievances, and Tung’s political standing declined rapidly. Under mounting pressure from his governance and for health reasons, Tung submitted his resignation to the Beijing government in March 2005. The State Council of China approved it on the 12th of the same month, and Tung formally stepped down that day, ending his eight-year tenure as chief executive.
After leaving the post of chief executive, he was selected as Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), remaining active in Chinese politics. In 2008, he also founded the China-United States Exchange Foundation (CUSEF), shuttling between China and the United States for years to promote bilateral exchange and cooperation, and in 2014 he established “Our Hong Kong Foundation,” which has long offered policy recommendations on Hong Kong’s development.
In 2019, marking the 70th anniversary of the founding of the People’s Republic of China, he was awarded the national honorary title of “Outstanding Contributor to ‘One Country, Two Systems’,” and in September of that year received the medal personally from Chinese President Xi Jinping, becoming the only honoree from Hong Kong among the 42 recipients of national medals and honorary titles at the time.
It was not until 2023 that Tung, then 86, stepped down as Vice Chairman of the CPPCC and as chairman of “Our Hong Kong Foundation,” becoming its honorary chairman. He subsequently reduced his public appearances and faded from public view.
