U.S. President Donald Trump delivered his first speech to Congress in his second presidential term on Tuesday evening (March 3), with the theme of "Resurgence of the American Dream." Trump began by declaring, "America is back!" Republicans at the scene burst into excited applause and cheers, while Democratic lawmakers sat in silence. Democratic Congressman Al Green interrupted Trump's speech and was stopped and asked to leave the venue by House Speaker Mike Johnson.

Trump said, "We have accomplished more in just 43 days than many governments can do in four or even eight years, and this is just the beginning," "The American dream is rekindled and will be bigger and unstoppable than ever before. Our country is on the verge of a great revival the likes of which the world has never seen, and it may even be an unprecedented miracle."

Trump then recounted the many executive orders he had signed, reiterated his campaign promise to combat high prices, and spent considerable time explaining the unprecedented Department of Government Efficiency (DOGE). He specially introduced Elon Musk, the head of the Government Efficiency Department, who was in the audience, and thanked him for saving the United States countless unnecessary expenses.

Trump also mentioned the investment plan in the United States announced jointly by Trump and TSMC, the world's leading wafer foundry from Taiwan, at the White House on Monday (3rd). He said that TSMC invested $1650 billion in the United States to build a factory because of his tariff threat. Trump criticized the CHIPS Act of former President Joe Biden's administration as "very bad stuff. We gave out tens of billions of dollars, but it meant nothing. They took our money and didn't spend it."

Trump asked Congress to repeal the CHIP Act, which has a subsidy amount of up to $527 billion. "You should repeal the CHIP Act, no matter how much money is left. Mr. Speaker, you should use that money to reduce the debt."

Before mentioning the TSMC investment case, Trump reiterated that he would impose reciprocal tariffs on all US trading partners starting April 4 and would no longer allow other countries to take advantage of the United States.

On the diplomatic front, Trump talked about the Russia-Ukraine war and said that he had received a letter from Ukrainian President Volodymyr Zelenskyy earlier in the day, expressing his willingness to sign a mineral agreement. He said Russia has also expressed its willingness for peace, "Isn't that great?" "It's time to end this war. To end the war, we must communicate with both warring parties."

In addition, Trump also said that the United States has begun to reclaim the Panama Canal and reiterated its intention to control Greenland, a Danish overseas territory.

Trump finally said, "America's golden age has just begun, and we will be greater than ever before."

It is worth mentioning that Trump's speech lasted nearly 1 hour and 40 minutes, setting a record for the longest speech by a US president to a joint session of Congress or the State of the Union address in history. He spoke longer than any other president, including his own first-term address.
